Kind of like voting for city councilmen for your precinct, and a vote for the at-large councilman.

Chances are the ballot is created by a fillable form generator, and you have an affirmative action or quota employee at the helm.

No. The Ohio voting commission or whatever entity is in charge designed that themselves. In that case, they are hoping to create confusion. To what nefarious end, is anyone's guess. Is the commission non-partisan?
