I have an 1899 B in .303 with serial number 23.300 that has the rotor out of adjustment. The rib of the rotor is about a 16th of a turn too far to the right. When you look at the cartridge counter, you can only see the bottom half of the "0". As a result, I cannot load a cartridge without pushing the rotor down and to the left. Once loaded the magazine feeds fine but it's a bit difficult to load and not desirable for a hunting rifle. I looked in "useful info" where I thought there use to be a description with photos of how to adjust it. I did see the adjustment for spring tension. Would this fix my problem? I've adjusted a couple of these before but it's been 5 or 6 years and I can't remember how I did it. I guess I'm not feeling quite as "adventurous" as I used to be when it comes to taking magazines apart to fix and clean them.

Sounds like possibly a weak spring. Could be dirty also. Or both.
I'd say get out the Q-tips and solvent and clean from the top as best you can, work the rotor, wipe and see where you're at.
Then you can adjust the spring tension if needed.
Clean it and one click tighter spring should make it crisp.

The rotor indexes on the cartridge guide. Take a close look and you will see the rotor come to rest on the cartridge guide when it is empty. You have to bend the tab on the cartridge guide to change the position of where the rotor stops at 0.
