Is .267 loaded neck diameter? Is this brand new brass? Not that it matter because as it seems your issue is once you fire the brass and are trying to extract it? Correct? I think it's your extractor and yes bolt timing on m700 newer actions is terrible and Dan will fix that. If it was my rifle I'd have the extractor fixed and then check it to make sure it works first. Then send it to Dan.
