I'm new to this AR fun so, thanks in advance and I appreciate the answers/advice.

Who uses an EOP for varmints? I see EOP varmint models, so I guess I'm just curious as to whether I would want my Leupold 4.5x14X45 to ride on one or not.

Is the EOP for scopes or other types of sights? Is it strictly personal choice or is it one way or the other?

Everything is a personal choice but I don't want to be tied down to one particular system. There are several great scope mounts out there that are designed for the flat top, you can also add NV, red dots, iron sights or any other configuration you want. The Picatinny railed flat top was standardized so mounting systems could be interchanged. With the EOP you are limited to a scope in regular rings that won't always allow proper mounting position, i.e. far enough forward, besides they look funny. But then again that's just the way I see it.

I really like the EOP uppers for mounting scopes. It does all come down to personal preference though.
