According to my little almanac program, doomsday. Here transit never happens higher than 67° 46'. And that's at 12:29 pm local. Actually between time zones which are irregular and daylight savings which are political and bizarre to calculate, time can be very confusing to figure. Writing that almanac program had me cross-eyed more than a few times. (Find local time given UTC and lat/lon)

Don't think so, Greenwitch latitude is about 51.48° and the Earth's precession is about 23.5°. Let's check: US Naval Observatory says altitude at transit is 66.6°

Be careful there, depends on the size of the well. The Sun moves 15° per hour so you hafta do the trig. Sorta like Eratosthenes. Pretty clever for about 240 BC.
