For your budget and needing stainless/synthetic I would keep my eyes open for a Winchester Classic or a Remington Stainless BDL with Plastic and spend the rest of the money on a scope.
I have a Win Classic .338 and it has been a terrific shooter since I bought it new about 15 years ago. Put a McMIllan swirly on it and it is even a bit better.

They seem to come up on the classifieds here on a fairly regular basis.

30-06? I'd get a Kimber 84L for elk hunting.

On another note, how do you like the Sako Arctos? I was eyeing one but they wouldn't budge on price (which was significant). They are gorgeous rifles! That's what I'd use in Africa! The Ph I hunted with has a .308 Win shooting 180 A-Frames as his personal rifle. It works!

A 22-24" 338 Win Mag. Wouldn't even bother with a 300 mag. A 270 Win and 338 Win Mag is a tough CLASSIC combo to beat so you are halfway there grin
