It's really no trick to crawl websites and gather data. I guess it could technically be a violation of the user agreement. But the same thing could be accomplished Googling it and letting Google do the gathering.

Basically, what Jeff_O is saying, once you take away the bad novelist language, is that the Russians gathered data from 2 publicly available sources and used it to campaign.
