UN wants all guns imported into a member country marked (permanently) .Cost estimates of $200 per gun. Defacto gun registration. Although, I don't think it involves used guns. Google it.

I believe importers already stamp them with markings that designate the importer. That should be good enough. The UN has no jurisdiction over any one. It will remain that way unless they want more trouble than they can handle which has always been none without the US.

guns are marked by the importer, has been this way for a long time now. However, there are marks and there are marks, also where they are placed.
I have seen importer marks you have to hunt for them, and use a magnifying glass to read them. Then there are the billboards.
And regulations as to the depth of the stamp etc these days.

Have you seen where Remington is marking their actions now? On the bottom of the front ring. They mill a flat between the action screw hole and the magazine cut out. Works wonders for a bedding job..
