I see it it stated often- FL resize for lever actions (pumps and semi autos too, I think). Does the lever not provide enough cam action to pull a "tight" or fire formed case? Are BLR's an exception because of the rotating bolt head? Thanks.

You are correct. Non-bolt guns lack the camming power to close and extract neck sized cases. In my Ruger #3 .223 I partial size the cases and adjust the sizer just enough to cycle without fully sizing the case. You could get away with the same process in a BLR, but cycle all rounds thorugh the chamber to be confident that a fat one hasn't slipped into the group.

I've been "neck" sizing with the Lyman 45 Caliber Short Neck Die for the Marlin 1895 45-70 for many years without a problem.
You learn something new everyday whether you want to or not.

Depends what pressure you're running. Neck sizing a .45-70 is a different thing from neck sizing a high pressure round.
