Not so. Zeiss did not introduce the Victory HT as a replacement for or as a result of discontinuing the Duralyt, and the Victory HTs, along with the Duralyts, are indeed made in Germany.
The Conquest DL replaced the Duralyt and was the same other than some minor and largely cosmetic changes. And it, too, was made in Germany and was every bit the quality of the Duralyt. Both the Duralyt and subsequent Conquest DL are superb low-light performers but fall somewhat short of the performance offered by the Victory HT series.
