We have a loud high pitched whine coming from our downstairs toilet. This continues until we flush it. How do I fix this problem permanently?

Shut the water off. If the whine stops I'd replace the fill valve assembly.

Do what Dave said. Can you check your water pressure? It sounds like you might have a water hammer going on.You shouldn't need more than 30 psi going into the house.

Dave in WV is right. If your water pressure is on the high side, replacing the shut-off valve at the toilet may help too, if the fill assembly replacement doesn't solve it. I'm betting it will though.

If the noise is continuous, change the ballcock and the flapper.
Also check your water pressure. Code requires a pressure reducing valve (PRV) at 80#.
If you're close to that or above replace or install a PRV.also.

Make sure your angle stop is functioning properly and completely open as well.
