There should be a spacer or shelf as I referred to it earlier, included with your pressure canner. It sits on the bottom so there isn’t direct contact with the jars and the floor of the canner.
For double stacking, you can stagger the top layer so that each top jar is sitting on two bottom jars. However, if all your jars aren’t the same exact same height, that can be a pain in the ass. The better method is to get a copy of the shelf that you should already have. They’re cheap and handy. Simply set it on top of the bottom layer, and start with the top layer
