Hi,
So I was thinking about just getting a craftsman multi drawer tool box and storing factory boxed ammo and some reloading supplies in it - no powder. The tool box is lockable.
Any downside to this?

I store as much of my ammo as possible in my pistols magazines and the AR magazines, I just keep them loaded. So I have hundreds of rounds of ammo "stored" just in AR magazines and a few hundred in pistol magazines. I do admit to being a bit of a magazine nut and like having a bunch of reliable magazines for each semi auto weapon.
Most of my loaded center fire ammo is in my shop, as is a bunch of .22 ammo.
I do not leave my bolt action hunting rifles loaded, but I do have an AR and a Rem. 870 shorty in the bed room and extra ammo and magazines. At a sale to good to pass up I picked up a couple hundred "tactical" 00 buck and that is in the house. Other then a couple of loaded hand guns I keep no ammo in the gun safe. Never thought much about locking up ammo, maybe I should?
Do I consider my storage methods safe, yes I do for me, the kids I raised and the grandkids who are always here. Is it right for any one else, that is their call.
All of my components are in a dedicated reloading room. If my wife ever sees all of it she will probably go shopping for shoes and etc.

I don't see a problem using a 'cabinet' style tool box IF....
it's kept in a climate controlled room/building.

Where it's kept is more important than how it's kept. As jwall said, as long as it's climate controlled. Where I live it's very humid and I wouldn't trust ammo stored in a non air conditioned space. I keep mine in the master bedroom closet for that reason.

basement cool room.......insulated walls on outside corner of basement....... no heat......constant 60-64*......Utah = very low humidity Gorilla shelving.......they hold alot....... hell...even have some food storage & other vitals in there........

I keep my powder in my indoor underground concrete storm shelter stored in ice chests with silicone moisture absorbent packs in each chest. I keep my ammo and primers in a separate footlocker also in the basement. My storage arrangement is not very convenient as my reloading bench is in a different area of my home but, I can sleep at nights.
Start young, hunt hard, and enjoy God's bounty.

That is bulk surplus powder similar to H335. It comes in a plastic bag in a cardboard box. Higginson Powders has sold tons of surplus powder over the years as well as bulk consumer grade. I have a reloading room in my house.
The closet in that room is dedicated to powder, primers and loaded ammo.
I also have a loading bench in my shop.
The cabinets above and below that bench are dedicated to brass and bullet storage.

I keep my ammunition in a multi draw mechanics tool cabinet. Along with cleaning supplies and powders for inlines. It works great I can see what caliber each box is.

I have a number of old metal kitchen cabinets stacked up in the reloading room. I keep them locked up.
