Got to ask. Did he pay you out in cash for all the parts you sent him? If so. Wounder why he could not sent the parts back?

I didn’t send the other parts back because me and dh talked and this is the route we decided to take. No point in sending stuff to him when he is just going to turn around and send them back.

My guess would be he never did the work. And had sold your stuff. That’s why he could not send it back. But at least you got some $ back.

I got my rifle back from him, less the factory barrel it left here with. I talked to him after I received my rifle and inquired about it. He responded that it was on his table and he would send it straight away. I offered to split the shipping cost with him but he said he would take care of it. That was on the 23rd.
There are 2 rules to success:

Diablo Custom Rifle's FFL A&D Bound Book must be a BATFE Inspector's wet dream. Can't fathom that they (BATFE) don't monitor these fora, and this guy hasn't had his door knocked on...
