I have a DPMS pinned CAR stock and I would like to know if the stock can be modified to retract?

It should be ok to do it. The ban has passed and I do not believe the parts in that period are required to remain that way.

The ban is no longer in effect, so the "ban era" compliant mods like your pinned retractable stock are a non-issue at this point, unless you happen to live in a state which has it's own ideas about such things..(California comes to mind).

As long as you do not have a state ban on them you can 1 replace it with a retractable stock or 2 Drill out the pin so that one works as it was designed to.
