Why would she concede bore all the votes are counted? All news outlets still saying she has a chance. Same reason why Kemp hasn't declared victory yet, all the votes aren't counted.

That's right, and she doesn't need to win the vote right now; she just needs for Kemp to drop below 50%. If he does, then they have a runoff election. For that reason, it's closer than it looks. Here's to hoping that Kemp stays over 50%!
