No 2000 is not the same as CFE 223 Made in 2 different countries
CFE 223 works very good with 308 Win and 168gr with very good Vel in 20" A very high energy powder reaches pressure real quick. Slower burning than Varget
Western data shows 42 to 45 grains of TAC giving 2600 to 2760 fps with the 168 Hornady moly HPBT and a 168 Sierra HPBT. Might be worth trying if you can find some.

CFE223 is great as are 4064, Varget, and Re 15. I would not even mess with Re 16.
