Allergies from Cedar are pretty common. Just make sure that they do not bother you.

Nothing wrong with fully grouted reinforced CMU construction. That is what we use in any of the prison projects I’ve worked on in terms of design. That is to say if the project did not use precast modular system. Anyway 8” cmu reinforced with #5 at 8” on center, full height and doweled into the foundation. Slab on grade also reinforced at 8” on center each way and the 6” concrete roof/floor above the same. When we did actual concrete vaults back in the day it was a 12” concrete floor, walls and roof reinforced with 3 layers of reinforcing. Ea layer was at 6” on center each way and staggered 3” with the next layer. Then encase it all in 5000 psi concrete or better.

Here in good ole Alabama, a ton of houses are built with “storm shelters” in the basement. We bought a house last May and upgraded the size of our shelter. My house has a 7’x 23’ covered front porch. Entrance to this area is in the basement garage. The walls concrete block (filled) and ceiling is poured concrete. The entire room is outside the footprint of the house and partially underground.
The only issue I have is the entry door size which is an odd dimension and will require either cutting the block for a standard vault door or having a custom door made.
Being we are in a high humidity area I will also need to install a dehumidifier. Luckily the room is wired and I have 9’ of headroom so I will drill a drain hole and put the dehumidifier high on the wall and let it drain to the adjacent flower bed.

3/4" fire rated drywall before you install your cedar and you'll have no issues......
Tapcons and hat channel to attach the drywall!
If your walls are thick concrete you can put whatever you want on the walls, if it gets hot enough to cause the cedar to ignite, your guns are ruined anyway. I made mine 6" thick concrete all 6 sides with a biometric accessible lock. I had a fresh air vent that was switched from inside so it could be used as a safe room if needed. I had a dehumidifier in it and pegboard walls. Cedar would have been much nicer. Put whatever you want in it, Type X drywall is not buying you anything the concrete hasn't already given. You would need a 4" dead air spaced between the stuff touching the fire to make any difference. It will take a LOT of fire to get through all that concrete.

@OP,
If you are thinking of lining the vault with aromatic Eastern Red Cedar (the good smelling stuff), a couple thoughts:
1) Before you put up the cedar wall paneling, paint the base wall material flat black. That way if you get any shrinkage / gaps, they will not be as noticeable.
2) Keep in mind that ERC will eventually fade from pink to brown. The more UV light, the faster it happens. But even with UV inhibitor finish, in an enclosed room, it will eventually darken.
3) If you use kiln dried ERC lumber, there should be minimal issues with allergies/sensitivities. ERC contains an oil or resin (some of the "aromatic" composition) that contributes to the red portion being highly rot resistant. If you use dried lumber, much of this has already off-gassed and is much more stable in the lumber. Have an acquaintance in Indiana who built his entire house out of ERC. They have not had any issues with family, visitors or guests becoming sensitized to it.
I think you will love it. Nothing like ERC to add some character to a room.

Do as you will but in the event of fire anything combustible will get hot enough to burn inside especially in the basement Well that Sucks! Defeats the whole God Damn purpose! If a nice clean look is what you want I sure wouldn't fill the room with fuel Maybe I won’t finish it then. I could just find some steel shelving and call it good! Now you got my wheels turning. Lol A single sprinkler head above the room would help. Be cheap enough too. But eventually it will loose too, sprinklers in the whole house might not be a bad idea. They allow plastic pipe in residences now so makes it cheaper. Ours is concrete all around, but I did put one wood shelf up against and outside wall, thinking it would never get hot enough to combust, and I think I"m right, but who knows. Paint the walls with epoxy IMHO. Especially in the basement, but thats the last place I"d have done a vault anyway, the whole thing will pile up with the heat of the fire. And then guess where 3 feet deep of water will be too...
We can keep Larry Root and all his idiotic blabber and user names on here, but we can't get Ralph back..... Whiskey Tango Foxtrot, over....
