I have wound up with a Williams Twilight scope that came attached to a rifle I bought. I know nothing about these scopes. Can anyone offer an opinion on their quality? I don’t know whether to keep it or discard it.

That's an older scope. I am relatively sure that they were made in Japan (when that wasn't a good thing), but I cannot speak to their quality. I had a 4x, but do not recall how good it was. I think you'll find today's mid priced scopes are better than the older ones. Optical improvements. Seals aren't as old. It's used. etc.
If it looks good when you're staring through it, and it pleases you, it's a keeper.

Way too old for a 1st tier rifle, but OK for a rimfire plinker.

If it’s suitable for a rimfire rifle, I may keep it. I have a Remington 581 it might work well with.

As long as it functions. Clean it up, twist the mag ring and have a peak through it. Not all older scopes had seals. You may want to leave it on the sink when you're having a shower, or leave it outside overnight on a table, not under cover. Does it fog up on the inside? There are more things in heaven and Earth, wrongtime, than are dreamt of in optical science.

Even if it fogs on the 581 the first time that Wrongtime takes it afield, he won't have lost anything except a little time, the cost of the rings to mount it and the ammo he'll use to zero it. It isn't as if he's going to be using it while attempting to take a trophy game animal.

Regardless, he should check it out.
If he uses it on a hunting rifle, take another 22 as a spare. No point going for nothing.
