Because there's someone scared of a normal, wholesome, activity, it's the person they're scared of that gets banned from school. Reminds me of when I lived in a townhouse community, and there was one very neurotic woman a few houses down who was pathologically afraid of dogs. So I was constantly harassed about my Doberman who lived behind a six foot fence and was only taken out for walks in the neighborhood while I had him on a leash. All of society now has to be ruled by the nutcases.
