What did the police departments do to a Model 10 S&W to convert them to
double action only? Correction?

Better place to ask this is gunsmithing, but you can in effect turn one into double action only by milling off the hammer spur.

Simple, they grind off the sear notch in the hammer. It cannot then be cocked for single action, it will fire as soon as you release the hammer if you try! Many then did as TRH said and de-horned the hammer as well.
