They need to roll this out on a wide scale basis to anyone at risk and testing positive.

That would be exactly why it was being restricted. There is, as with all medications, a limited supply on hand. They are trying to prioritize it to do the most good for the most people.

I get that. What I meant was that it should be rolled out widely to persons currently testing positive who also have risk factors for complications.

If you dig a bit further, I think you will find, that they are trying everything they can to cut the corner on this virus.
I just received, from my cousin doctor, a batch of medical masks (reusable), and he cautioned "these things are almost all made in China now. Run these through the dryer on cotton setting for 45mins before use, and between uses. "
They are very much aware of the issues involved.
