Rossimp is "he", The OP said that he wanted to buy a Howa 1500 in 223 with a 1-8" ROT, but Howa only cataloged the 1500 with 1-12" and 1-9" ROT barrels. It appears that the rifle that the OP wants to buy doesn't exist.
I've looked and looked and can't find one. The information in my first post regarding the S/N and having a 1/8 twist was straight from Chad Peters at LSI. He couldn't tell me which distributor had one and I've called several. My conclusion is that they haven't hit shelves yet and may start to turn up this coming Fall. Any S/N prior to that over the last few years was a 1/9 twist for the sporters. Prior to that, a 1/12.

Store I bought it at, claimed it was the NEW ONE with a one in 8 twist... Jeff above is right.. I doubt half of CSRs from gun companies, and Behind the counter sales people know half of knowledge we all think they do.... Oh well I'll measure it when I get a chance... either way, It will shoot 80 grain Match bullets just fine.. so why should I worry? haven't seen the need to shoot 88 grainers in it as of yet..i do have a 22.250 that has a Pac Nor after market barrel that is a one in 7 twist...that I can bank on as I ordered it.. from John Noveske back when he was just starting out...

According to their website, hinged floorplates for .223-family Howa Minis are now available. $165. Problem solved, unless the OP is wed to the somewhat oversized SA Howa for his project. A lightweight, affordable stock is in the works as well, but not listed yet unless I missed it (quite possible). http://www.oregunsmithingllc.com/
