Southern Idaho has some late season cow hunts with lots of tags. The problem is that they're on winter range and HIGHLY weather dependent. If the weather's fair and they haven't moved, there won't be any elk there to hunt. If the weather is crap, you might find herds of 50 to 100 everywhere. The last 2 years, we didn't get any snow until Thanksgiving, then we got a lot of it. The seasons ended 11/30. This year we're getting cold and a little snow much earlier so they should be moving earlier.
NR tags go on sale early in the year but they're limited to 10% of the total tags issued.
