If there's an application period for the Come Home to Hunt program than it for sure isn't OTC, regardless if there's a limited number of opportunities for that or not.
I am unsure about the Montana Native program. I guess it would also depend on a person's definition of OTC.

Correct, but there's two systems Buzz may be talking about. The Come Home to Hunt and the Montana Native. The Come Home to Hunt indeed is a draw.
The Montana Native program may be a true OTC program. I am not sure and haven't looked into it enough to find out.

They are separate Ted, doesn’t look like there is a draw. Wonder how many native licenses are sold every year? Someone was mentioning how Montana hasn’t upped their quota in years, between the native/come home to hunt I’d be curious to see how many more tags are out there

Huh....that is a good question. I have zero idea. I couldn't imagine it freed up at least some of the regular NR draw odds.
I qualify for the Come Home to Hunt program, but the only relative I have left there that could be my sponsor is my mother.....and she'd have to directly accompany me into the field so I don't even bother applying for it. She's just too old for anything but whitetail country and I mucho prefer the mule deer, so I apply via the NR regular draw. I wish my niece could be my sponsor, but she's not closely enough related according to the rules. I'd be all over that program otherwise.

Should be interesting next year. After the Idaho change, folks are dropping Idaho and talkin Montana. Gonna be like the old days trying to get a tag in Montana...

Judman et al, thanks for all the responses. I am pissed that I didn't buy a PP for Mule Deer when I bought one for Pronghorn for WY. I will buy one of each when the window opens next month. I think I will book with the same outfitter and will give them a call in January to get more details.

If your WY Antelope outfitter is in region C it looks like you might be able to draw the more expensive NR Special without any pref points. No data available for 2020 yet but for 2019 there were 249 permits available and only 11 1st choice applicants, with a total of 57 NR's choosing region C. 2019 NR Special Deer

If you are wanting to hunt WY for mule deer, just buy a point in 2021 and go into 2022 with 1 point for deer. That will open a whole pile of general and LE units in eastern WY that you will be able to draw no problem. Any outfitter you look into should be able to tell you if you will draw their area in 2022 with 1 point.
Also, I'd pay attention to what Buzz has to say. Although some may not like his style, I've never seen him steer somebody wrong.
