And methane in water isn't that uncommon. Shows up often in coal country, sometimes to the point it sputter and splatters when you turn the water on. Often worse first thing in the morning, or after not using water for awhile.

Now what the gases were, I dont know for sure, but methane is commonly found in water. It usually pops out as bubbles and the water is fine. In an enclosed container, such as the water tank, it could build up and ignite.

Lived in a old Ranch house out side of College Station, TX while going to TAMU. The water well hooked up to the house from an old artesian well had methane in it. When you took a shower, the water smelled like sulfur and rotten eggs.
The whole area around Kings County there has a very high sulfur and alkaline content in their water. It does indeed smell like sulfur and rotten eggs. This event is about twenty five or thirty miles West of me.

Water tanks apparently don’t have an emergency vent like large fuel tanks do. Also most large fuel tanks have what’s called a frangible roof so that the roof tears open before the shell to bottom weld comes apart. I’m guessing D100 water tanks don’t have the weak roof to shell weld...
RIP to that welder.....I am a tank inspector and I’ve thought about this a bit while in and around tanks being welded on.
