The stainless trigger and black pad marks it as a latter tang safety rifle. Beginning with 79-50000 all tang safety rifles did NOT lock the bolt on safe. All three digit tang safety rifles also had this "feature". What is the prefix on this rifle?

That is correct, the bolt does not lock when on safe

773-XXXXX, M77R 270, Black Pad correct, Stainless trigger correct, Non locking bolt when on safe correct (so it can be unloaded on safe), and if later than SN 773-27XXX Highly likely to have the Ruger in house hammer forged barrel, a positive in my opinion.

Had a match to this one except for the wood that I happily paid $450 for but that was about 15 years ago. Shot stupid good with Federal blue box 130gr. $650 for one with better wood, around $700 after shipping and receiving,
and 15 years of appreciation ain’t a bad deal. What blued/woody can you get in today’s market OTD for that? Somebody buy an early Christmas present for yourself. That’s a nice rifle.
