Everyone wants to talk motors for pulling , rear end gears have as great (or more ) an influence on towing as the motor .
That was much more significant before 10-speed transmissions.
And how many of the 10-speed transmission is out there in just a cheap old truck?
I didn't know the OP was looking for a cheap old truck. With 6-speeds I prefer a 3.73 or lower. If I were looking at new models with a 10-speed I'd be much less concerned with the gear ratio.

If I was going Ford I’d get f350 with a V10 or a GM with an 8.1l. 14,000lbs isn’t as small a load as some are implying, especially on a 3/4 ton suspension.
I drive a 2021 f250 6.2 with 6 speed company truck about 100 miles per day. It runs well, good power for driving and moderate towing. It will handle a 12-14k short haul fine.
But I’d probably follow Jackmountains advice and go Ford 7.3 or GM equivalent. I’d go 3.73 (not 4.10) rear end for any pickup that doesn’t tow a trailer as it’s primary use

My old v10 f250 is still humming. 5sp ZF and 4.30 rear end. Put it in first and you won’t even need the accelerator to get that boat up the ramp! (Well, not much anyway. Lol)

All have 6 or 10 speeds.
Point of reference, the much vaunted 8.1 GM everyone is talking about is 330hp/450tq (2006 was the last year). The best year of the Ford V10 is 362hp/457tq, and it was 310hp/425tq prior to 2005.

Go back to the 80’s and 90’s and the figures are laughable compared to now. Any of the new trucks will blow away most anything from just a few years ago. Folks who haven’t paid attention to recent HD gas truck developments keep thinking you need a diesel to tow anything bigger than a bass boat. It just isn’t so.
I imagine anything new enough that you would want to buy it will take your boat on the short hops you need. If you want to pull it from Alaska to Baja and back every year, any of the new gas HD’s are surely up to the task.
My new F150 powerboost has 430 horse and 570 torque. It's supposed to get 24 mpg too but I've only been getting about 18.5. It might get 24 at 55 mph with a tail wind. It has alot of power but the way the throttle response is tuned and the way things kick in and out and the tyranny shifts it's not as fun to drive as my 2019 ram hemi was.
I don't have the heavy duty tow package so mine is rated for 11,000 pounds towing. It has 3.73 rear and and about a 31 gallon tank. I did get the standard tow package and tow mirrors. I hope the mpg gets better. I only have 1600 miles on it.
