A CYA story if I ever read one... No, that is precisely why it’s built that way. The travel lanes will have a substructure under them, but the overhang (shoulder) will not. Look next time you drive under an overpass. This is nothing but a good example of better than average planning for the future.

Not a meme, just a cool azz picture. Bat + Deer Owl.. Cool picture. I had a little owl buzz bomb my head one morning as I was climbing my tree. It happened about 4 times on my way up. It was dark and at first I thought it was a bat, but it was only about 20*. After I got up, it came and landed in the tree next to me. It was looking at me like he wanted to peck my eyes out and then it left.
