Road cyclists don't maintain over 30MPH. That's the domain of time trial racers.
We don't have data of the quality or granularity to be able to make the second statement. Hell, the word "safer" shouldn't even be used in that context without some kind of qualification. We'd have to have data on cyclists exposure hours before we could make a statement like that.
When I'm riding my bike (20-30 miles), I carry an LCP in a "ComfortTac Ultimate Pocket Holster" from Amazon. Back pocket with velcro closure to keep it in there. So light, I don't notice it. It's the only time I carry the LCP. Better than nothing.

I have done some research on this and learned that nothing is ideal. When I carry on the bike, I carry in my CamelBak. I have practiced fast access drills. It's not great but not horrible either. The average GMC/Chevy rager/driver is old, fat and slow, so even if your set-up isn't ideal, you'll probably still get the drop on them.

The average GMC/Chevy rager/driver is old, fat and slow, so even if your set-up isn't ideal, you'll probably still get the drop on them.

In the East Bay (CA), people were being robbed of their bicycles at gunpoint back in April this year. The thieves needn't worry about any of their victims carrying because it's Berkeley.
A bicycle itself isn't worth using lethal force to prevent the theft thereof, but these thieves were robbing their victims at gunpoint and notwithstanding the need for an opportunity, that kind of menace calls for lethal force to end it. It also calls for the opportunity to create a deterrent by making it plausible that the potential victim has the ability to defend themselves.
