It looks to be a early for m of BDC reticle. Germans liked to use the top of points for aiming points. I see there are some numbers to the sides that might correspond to the tops of the points.
After the first shot the rest are just noise.

I had a S&B like that, back in the late 70's / early 80', that was in a claw mount for an HK91. Post above is correct, it was an early BDC reticle, and actually worked pretty well with with surplus 7.62x51 ball ammo. If that one was in the HK mount, it would probably bring 800 to 1000 bucks.
