Heck, it's a piece of cake...I got a .22 Hornet that shoots .224. A .25-20 levergun that shoots just .007" over a quarter inch.
Well this is a fine pickle we're in, should'a listened to Joe McCarthy and George Orwell I guess.

I have shot some quarter inch groups.
I don't have any quarter inch rifles.

Over the years I've had a good factory Savage barrel or two This was a pre Accue trigger 'M' series s/shot large shank SS 223 & 9 twist 24" heavy barrel Always shot to the right a little.....(:

Anything that leaves Jim Borden’s factory will do that with him shooting. Me with the same rifle depends on the day.

There are many of them and you'll find them at benchrest, f-class, and PRS matches across the country. The question is whether the owner was able to develop a load that shoots 1/4" and if he's able to keep up with the rifle.
Usually, these will be custom rigs and not your hunting rifle.

There are probably more 1/4” rifles than we will ever know. The problem is, a quarter inch rifle requires quarter inch ammo, a quarter inch shooter and quarter inch conditions to be proven. My guess is, the quarter inch rifle is the most common component of the equation.

It’s a bogus question. Shooting small groups depends on a lot of things. How’s the weather? Any wind or mirage? Scope, mounts, Loads??? How capable is the driver at consistently performing each shot. So many factors to consider in evaluating shooting accuracy. Is it the rifle? Is it you? Is it the weather? Is it the ammo? I have several rifles that have at times given nice grouped but I cannot depend on any of them to do that every time anywhere. Ask a benchrest competitor about consistency.

There are very few 1/4" boys out there. I've been on rifle ranges for years. Many have $4,000 guns , with $2,000 scopes. These guys almost always have me beat . They run Kreiger or Bartlien barrels cause many at the gun club work there. I live about 20 miles away from their shops so there are a bunch at my gun club. They shoot 10 rounds , mostly and many times I have seen less that 3/4" groups , but never 1 /4" group . I shoot a .223 Savage bull barrel and get 3/4" or less 5 shot groups. almost all the time. As for me, it is very rare , just a few 1/4" groups but I never had a custom barrel, or any work done on my gun.However.

Have a few 1/2” rifles but only one that’s 1/4” or better consistently. Jarrett 280 AI. Love this rifle. She’s special.

How common/rare are these in real life? I've got two that come damned close: A heavy barrel Steyr SSG German Police Sniper Rifle (7.62 NATO) that keeps them all inside .45" at 100 yards, and a Sako action Browning Safari Grade in .243 Winchester (medium heavy barrel) that keeps them all inside .6" at 100 yards. When I measured the groups, I honestly can't remember if I was measuring center to center or outer edge to outer edge. Chances are that, if you actually tried to find their favorite loads, you'd get even closer to quarter inch groups, if not surpassing them. I pretty much just shot what I had on hand.
