The House voted last night to defund the 87,000 Army of IRS agents.

Can the Senate legally stop this move or can it be blocked by Executive action?

The Senate can choose to vote on it or not, if not it dies, If they vote and it does not pass it dies, if they pass it, the POTUS can veto it, if the House AND Senate do not override the veto, it dies............

Executive Orders or Action come from the Executive Branch (the President) directing agencies, employees, etc., that are part of the Executive Branch, what to do. A boss telling employees what to do.

Separation of Powers, the President cannot “tell/order” the Legislative Branch or the Judicial Branch what to do.

The House set the budget, if they refuse to fund fund these IRS agents, then in theory, there is not much the President or The Senate can do.

But I’m sure they will find the money someplace else.

And at that point the House will have some control.....

Prior to that though, we will have reached the limit on borrowing money, and choices will be made, somewhere in the July 2023 timeframe. Raise the debt limit, which the 20 have vowed NOT to do, or reorganize spending, which the Senate and POTUS will be loathe to do..................

It will be a chitt show to see who holds out the longest.........

The House controls the money. They can cut the financing of the IRS agents and thus, they won't be hired or will be laid off because of no pay. Senate does not control the money. This is one reason why, even after Trump had the border wall financed, when the Rep's lost the house in 2018, they simply cut off the money for the wall, even though the bill had passed earlier.

This is why it is important to vote in every election. Senate controls who the US Judges are and who is in charge of the various departments. House controls the money and the budget. No money for the IRS agents, No IRS agents, even if "FUNDING" is the law.

Right, as I said, the House sets the budget, if they “refuse” to fund these agents, the President cannot change that by EO and the Senate cannot add it to the budged if the House opposes it.

Those are facts, what they do behind closed doors was not the OP’s question.

For the most part, all they can do is refuse to fund stuff they don't like, which the Dems are great at turning into propaganda opportunities. As it is, they will be reduced to bargaining, which means there will be some schitt sandwiches to digest along with any wins. As with all Leftists, the Dems only bargain in one direction, theirs.

it remains to be seen what they will have the fortitude to do. If past behavior is any clue they'll act like they put up a valiant fight but cave at the first opportunity. The last time they shut the government down McConnell told them it wouldn't work because he was going to make damned sure it wouldn't. Expect the media to go full Karen on admonishing them for their actions. It will be ugly. If they manage the guts to go through with it at some point things will lighten up. Expect the various media outlets to interview a long line of government employees that will weep, rend their garments and wail like souls in torment. They won't tell you they were making six figures for doing nothing in particular. The (average citizen on the street) they will interview will be enraged to the point of rebellion because the government freebies are stopped. They'll try and convince you that they're killing people when in fact they're just denying their pedicures and manicures. McConnell will cave like a cheap prostitute and join the fight claiming they gave it their best shot. The longer it goes the more ugly it will get.

Pelosi's parting cheap shot was to up the salaries of congressional personnel to $200k+. She was a champ at voting herself and all of congress huge raises in the middle of the night on a weekend. The media never reports it.

These concessions he made were approved by his handlers, these handlers only approved these concessions after they found a viable workaround.

I seem to recall a bill several years ago where the raises were automatic. They had to have a vote to keep them from happening, or else everyone got money. miles
