The 120 day clock hasn't started. Yet, these people lining up to comply early, as the rule hasn't published, are not helping the cause. When the Government is forced to defend this rule, the level of early compliance will surely be used as evidence of community support.

However I have yet to find where it actually defines the amount of surface area that qualifies or disqualifies as being a shoulder mounted weapon. I will keep looking.

But in any case, my bet is it'll be litigated out of existence..
