How hard or tough do action screws need to be? I have some 1/4" blanks that I got from Brownell's years ago, and now I need to thread a couple. Do they need to be heat treated in any way?

How hard or tough do action screws need to be? I have some 1/4" blanks that I got from Brownell's years ago, and now I need to thread a couple. Do they need to be heat treated in any way? I sure wouldn't think so. Most are tightened to 50 in/lb or up to half that.
