You would have done better to have posted in the Combination Guns and Drillings section. It looks like a hammer drilling, probably German or Austrian. If you take the forend off and carefully take the barrels out of the frame you should see what proofmarks or other identifiers it has on the underside of the barrels, because that will tell a lot about what it is, or at least what it is chambered and proofed for. Any other markings will help too.
The shotgun barrels look like Damascus, which in combination with the hammers and overall style of the gun suggests it is really quite old, like pre-WWI old, but it looks to be in decent nick. It may also be chambered for something unusual in the rifle barrel, and for short cartridges in the shotgun barrels.
