Scrotum skin is strange. It is absorbent as is your azzhole and it's the reason they can give meds or hydrate thru the azz. Compounds may be absorbed thru the scrotum easily. I'm not a doctor but I read this a long time ago in a medical book. Just my guess but I wager the azz and nutsack are similar to what they call mucus membrane tissue or contain it so that's the reason for burning. Then again I could be wildly wrong.

Assuming this is a serious question… the skin of your scrotum is susceptible to eczema induced by soap residue not being thoroughly rinsed off after showering. This can cause incredible itching and an elevated sensitivity to such things as rubbing alcohol. So that explains it. I thought I had some kind of weird rash
I could wish a lot of things on my worst enemy but neuropathy ain't one of them.
