A person can carry concealed without obtaining a permit. Not to dismiss the tragedy of any shooting event, and subsequent loss of life.
But consider that approximately 120 people die every day on the streets and hiways of America. Do we froth at the mouth and make life altering changes in our behavior based on the likelihood of a traffic death.
Maybe we put on a seat belt, but in reality most people only do even that much to avoid a ticket.
How much should we actually alter our behavior based on the chance that we will individually become the target of a deranged gunman?

Why didn't anybody shoot back? Maine apparently has constitutional carry. Gotta take advantage of the opportunity instead of having 911 on speed dial!

Also Maine has a State law that allows Proprietor's to restrict guns from establishments serving alcohol. It has been said, that both facilities exercised that restriction.
