I bought new 9mm brass and wasn't sure if it's standard practice to resize it all. Then I took a bullet and pushed it in the neck by hand and pulled it out just as easily. Ended up resizing all 150 of them and could tell by the resistance on the press the brass was being worked. Should all new brass be resized?

I like to size the cases to the depth that the bullets will be seated and then expand them the same amount which SHOULD give consistent neck tension.
NRA Life,Endowment,Patron or Benefactor since '72.

Same, I size and trim everything before using it. That was it's not wonky vs my used stuff for loads.

A friend of mine owns an ammo manufacturing business. His insurance company requires he loads only newly manufactured brass. He only flares the case mouth then runs the brass through a Lee FCD after loading it. I tried it and it works great. We both primarily use Starline Brass.

Before with other domestic makes of new brass I routinely FL sized but I suspect it was a waste of time.
