The Bear looked like his sleep (hibernating) was interrupted and was moving from one bed to another, otherwise he would of been more aggressive..
I have walked within 10ft of them in that state where they just opened their eyes and looked at me, then another time had one walk under me while I was standing on a log.
Fall cub, looks like . Lucky mom was fugging off somewhere. Looks like the dog started it anyway. Stupid dog. Brave, but not too bright!
My Lab was smart enough to back away from two brown bear cubs half this size, who came into the yard wanting to play with him, or touch noses , maybe, Barking his fool head off, irritating both me and the sow,- who very vocally!- right behind her cubs - just wanted to get her rotten kids back in the woods where they belonged. I was backing up my dog - well, I was backing up, anyway! with my garden trowel in hand, as we backed 180* around the house to the door. Then he was on his own.
Cub was not changing dens, not without mom anyway. They will stay up as long as finding food, and temps are moderate, well into winter. A little snow doesn't bother them. Doesn't look like "poor condition" was keeping this bear up. Could be rain turning to the snow flooded them out, or some such tho.
Or maybe mom was killed and this one was on his own, too soon.
