taxes in russia are complicated, and don't work like taxes do here. The government still subsidizes much of the economy. Average man on the street really does not make much money. They have inflation just like everyone else, but they hide it. Kinda. Sorta.

They get another be chunk of revenue from a VAT tax. People have proposed that in the US. It makes some difference in its effects on the economy, but as a practical manner for an individual it is just the difference of taxing money when you earn it vs taxing money when you spend it.

Americans already pay for every citizen to get unlimited free healthcare. The only problem is we're paying for it in Israel. US tax payers are paying for every dime of free nationalized healthcare Israeli citizens use. Every dime.

I have zero clue what percentage of overall US federal revenue comes from mineral royalties, but I believe the feds get roughly 16-18% of O&G royalties from extraction of federal leases, depending on particulars.....where the state that the federal leases are located in gets an additional 50%. Maybe I am not reading you right, but your point isn't making sense to me...
