I'd imagine that every small bar and grill or restaurant in California will now also offer loaves of bread. How does CA define "Fast Food" and why is Panera exempt? Every time (2x) I've eaten at Panera, it wasn't what I'd call "fast".

Now assume you're a 16-25 year old who's best current prospects are working in fast food.
You work at McDonald's for 20 an hour to start (it's the minimum) or Panera for say 16 an hour (not held to the minimum)?
What do you think hurts Panera more - paying the 20 or not having staff to keep the place open?

I guess your way ahead of me. I can't say I've ever seen a 16-25 year old working food that was worth the pay they get. Full half don't look clean or decently groomed and don't look like anyone you want around your food serving or preparing it. Killed the joy I ever had in dining out.
