Serious question. Are they not training cops in hand to hand anymore? Used to be resisting arrest would have you on the ground with a joint locked. Now they totally rely in tasers, spray, and shooting people.

It's because they're hiring retards and spending more time on de-escalating training than custody/control training.
They would be better off not using any amount of force and just letting people run away. No way an arrest is worth getting sued, fired, or locked up.
Having said that, if the shirtless perp had just simply done as he was initially told, without the ensuing drama-fest, he wouldn't have a bullet in his leg and multiple charges stacked against him.
