Anyway, how do they then spend it? Would the SNs not be recorded? Who records serial numbers? If you were a bank and recorded serial numbers, you wouldn’t have time to make any transactions, loans or anything else, you would spend 24 hours/day recording serial numbers…

Don't like a thief, but there are good thieves compared with really bad thieves. This 30 mill stolen, will eventually be plowed back into the US economy.
The 110 billion Uncle Sam extorted from taxpayers and sent to someplace called Ukraine, is gone forever. And Uncle Sam didn't steal it in a simple robbery...It was extorted, ultimately, when you cut out all the "legal" steps, by the threat of prison, property seizure, or at the point of a gun.
Sorry, I get like this at tax time.
Well this is a fine pickle we're in, should'a listened to Joe McCarthy and George Orwell I guess.
