The dire warning comes as Congress enters pivotal weeks for voting for aid for Ukraine, but there's no guarantee funding will be approved in time. Ukraine has been rationing its munitions as the House has delayed taking up the Senate-passed $95 billion supplemental bill, with $60 billion allotted for the war-torn country.
