Under the new Ukraine aid package Ukraine get some of our 30 year old ATACMS, and were replenishing our inventory with new missiles, but they are not ATACMS.
They are the new Prsm, Precision Strike Munition.

Instead of demilling the ATACMS in factories and paying tax dollars we get to have the Ukraine demill them on the Orcs heads.
PrSMs are the future for HIMARS and M270. Longer range, twice as many missiles per pod, more deadly warhead, what's not to like unless you are a ChiCom or Orc lover.
Gotta do something with the old ATACMS and why not let them eat Orcs.
