Why the “obligation” to ID someone “suspicious” just because “someone called”?

It's the job. Didn't you see the line about where I said "[b]99% of the time we simply located the person and watched them for a bit to determine their intentions then did the stop".

What if their intentions were criminal and we blew it off ?? I can't think of 32 years as a LEO we ignored a citizens complaint. I don't know what they do in your A/O but we followed up a citizens call. Yes, even stupid ones.

My point was this: law enforcement does not have the authority to ID any person if they do not suspect that the person is committing, has committed, or is about to commit a crime. Once contact is made and it is determined that the person is engaged in lawful behavior, the obligation to ID the person is over. They can ask for it, but no person has to comply with the request for ID. And by the way, being called in for suspicion is not an actual or articulable crime and cannot be used as a pretext to force a citizen to ID.

No, the nurse didn't play along with your hero so she was an ass hole(per the standards of your crowd) for not assisting him with violating her patient.

Of course had the hero known the patient was also a cop it is unlikely any of that incident would have happened.
