The army is buying guns, RPGs, grenades, etc. from the Iraqis. A gun buyback, hasn't that been tried here? At any rate, to get them to sell them, they have to pay higher prices than the local black marketers, so....guess what?
We have now created a cycle. It was interesting to read that Iraqis can keep AK-47s but not pistols for home defense. I would too. The whole story is in the NY Times. The links I have through AOHELL won't work for other networks so you'll have to get the whole article yourself if you are interested. Pretty good read if you're interested in weapons.

This is the last couple of paragraphs.

"Some Iraqi men said that with the money they had made they could go out and buy more weapons from the black market.

"We sell them the old ones and buy new ones on the black market," said Ali Mohsin. "I sold one AK-47 that I did not need, but what I am really good at is firing a rocket-propelled grenade launcher."

End quoted text:

That'd be funny if it wasn't true.

About the same kind of weaponry they turn in in New Orleans.

You could also replace any city in there with the word DETROIT.

Really, they don't work over here, but I guess some closet liberal in the Army decided it was good idea over there.

The prob is the price difference between the black market and what we are giving them ! But regardless buybacks never ahve and never wil work anywhere!
