I have a McMillan stock that was spray painted with Krylon. What is the best method to remove the paint and get back down to the original black without hurting the stock??

acetone and a rag if it's a gel coat underneath. If it's been painted from McMillan you will probably take off some or all of the original finish too.

320 wet/dry sand paper, wrapped around a 3M Sponge Pad, dipped in a bucket of water ever 6 strokes. In other words...wet sand it.
