I worked in Russia from 95-99. My job required that I sometimes work with the Russian Police ( MVD, FSB, CUSTOMS) I can tell first hand no civil rights in Russia. I saw them beat the crap out of many people when the arrested or questioned them.
They did a lot of their training in the military and police forces with live rounds. Lost quite a few guys every year during training exercises. These guys were hard core!

Its obviously some sort of charge especially designed for the job. I would think that it would not be a fragmentation device, just something akin to a flash-bang but on steriods by the looks of it...
Notice neither of the two guys they haul out of the bus is wearing hearing or eye protection!

I just start blowing my horn, non-stop. Most will turn the volumn down, but some flip me the bird. I just reply the same!
